Border support broken ?

Is perchance border support broken in 1.3 rc1 or am I using it in the 
wrong way... ?

BoxBorder border = new BoxBorder ("borderId");
border.add (new Label ("label", "Hello World"));
gives a "Did you forget to add it to the markup... ?" exception.
