override onComponentTag and set tagname to ul in your panel.
<ul>
<wicket:panel>
<li wicket:id="items">.....</li>
</wicket:panel>
</ul>

MyPanel extends Panel {
    ....

    @Override void onComponentTag(Tag tag) {
        super.onComponentTag(tag);
        tag.setName("ul");
     }
}
