I do have two separate form instances.
The pages I'm dealing with are all stateless. The state I want to associate
is not form model state, just hidden state that I'm passing between pages. I
could do it all with a HiddenTextField component for each piece of state I
want to store and forward between pages but then i would need to markup my
html to insert a component for each piece of state, which is messy.

You could just have the forms be two different classes (or instances) and
have them bound via PropertyModels to different objects, in order to keep
separate states. Why do you want URL query strings (and hence GET
requests) with forms anyway?

Page.getPageParameters() ?
The reason I would want to do this is if I had two forms on the page and I
wanted to hold different state in each form.
(I would like to do this without using hidden fields - so as parameters
tagged on to the forms action string)
