You could download it from Maven repos as any other artefact: http://repo1.maven.org/maven2/org/apache/wicket/wicket/1.4-m3/wicket-1.4-m3-javadoc.jar
Since 1.4 is actually 1.3 + generics (and very few other changes) you could start with 1.4 and downgrade to 1.3 any time if you are concerned that you're using a milestone.
