We switched from a http to a ajp based tomcat-connector and didnt configured the URIEncoding="UTF-8" properly.

For Wicket, try setting this *:

getRequestCycleSettings().setResponseRequestEncoding("UTF-8");
getMarkupSettings().setDefaultMarkupEncoding("UTF-8");

in your Application#init

If you don't set the default markup encoding explicitly, the default for it is 
the 'os provided encoding' (see:
IMarkupSettings#getDefaultMarkupEncoding)

If Tomcat, add URIEncoding="UTF-8" to your connector.

See if that helps.
