Hi I had the same problem. There is workaround that work for me. I just moved submit link outside the form.
Beside I create jira ticket for it: https://issues.apache.org/jira/browse/WICKET-3321

This problem still exists in Wicket 1.14.15. IndicatingAjaxButton does not show the busy indicator in IE, it does work in Firefox.
