Oh man.  That's exactly it.  Obviously, when I'm not running in the Tomcat 
environment, I'm missing a few things.

Maybe you could just add this in you pom.xml :

                        <groupId>javax.servlet</groupId>
                        <artifactId>servlet-api</artifactId>
                        <version>2.5</version>
                        <scope>test</scope>
