Maybe BookmarkableListenerInterfaceRequestHandler should be handled also in PortletRequestHandler similar to how ListenerInterfaceRequstHandler is encoded (the BookmarkableListenerInterface... now is just ignored and mapHandler returns the url without encoding it for portal environment).
