3 options:

1. Use tomcat 5.5.25 or 6.0.14
2. Compile xwiki-core and put the compiled 
com.xpn.xwiki.user.impl.xwiki.MyPersistentManager.class into 
<xwiki-dir>/WEB-INF/classes/com/xpn/xwiki/user/impl/xwiki/
3. Use the upcoming 1.3M2 release
