Thanks Squirrel, That was very helpful. Through looking at the Apache logs I found where the error was occurring:
[error] (13)Permission denied: proxy: HTTP: attempt to connect to HOST:PORT (HOST) failed I was able to figure out that it was an SELinux error on my CentOS platform.
