You could also try using $xwiki.sort to sort the spaces.
I think the syntax is:
#set($spacesSorted=$xwiki.sort($xwiki.spaces) )
Then, you can use foreach to loop through as normal using the variable instead:
#foreach($space in $spacesSorted)
* $space
#end
