Actually you should use
{{velocity}}{{html}}#info("The IBOutlet classifier can be moved to the
property definition if you like"){{/html}}{{/velocity}}
to execute velocity code before html.

By defaut {{html}} only expect html content so it will not execute
wiki content likes macros?
