I reproduced it also on trunk. It seems to append on an empty wiki when there is not XWikiPreferences the getXWikiPreference expect to find a preference object but can't find it and fail. Note that it works because whatever the issue getXWikiPreference catch all exception and simply return empty result like when the asked preference does not exists.
