Yes, you need to set the ColorThemes space to be viewable by guests if you
want external users to see it on the login screen.

Apparently this was fixed by http://jira.xwiki.org/jira/browse/XSCOLIBRI-50...

Ask your user to try and force-refresh the page after login (CTRL-CAPS-R in
Firefox) and see whether the issue persists.
