It's good to know that adding categories is possible. Have you considered using XWiki Enterprise Manager to manage both wikis from a central place? Well, if you're willing to dive a bit into the code, creating a panel that would allow users to categorize a page using the tag objects for storage & removing the current tags interface would take less than a day for an experienced XWiki dev, a bit more if you're not familiar with XWiki development yet.
