We got the same problem and in the documentation theres a description how to get short URLs which includes that you change the 'xwiki' directory to 'ROOT' http://platform.xwiki.org/xwiki/bin/view/Main/ShortURLs So i think that you should be able to have that setting. Mayby a advanced settings option would prevent the normal user to see 'strange settings'.
