I think that is the way it works now.
In order for a user or group to view a page they must be allowed the permission
either in the page, space, or wiki.
Permissions for the page take precedent over permissions for the space and 
space permissions
take precedent over wiki wide permissions so allowence for the space is 
overridden by denial
for the page.
Is that what you were asking about? If I was off base maybe you can give your 
specific problem.
