I've copied your code in a page, wrapped in
{{velocity}}
{{html}}

{{/velocity}}
(so in syntax xwiki/2.0) ; and it works fine for me : I have the + and
folder icons appearing properly.
Can you tell us more about your setup ? (XWiki version, app server, is there
a front-end too, etc.)
