Hello Dale, You are trying to install xwiki in a servlet container, I believe you should be downloading xwiki-enterprise-web-3.1.war[1] rather than the installer jar. The installation instructions for a war are at http://platform.xwiki.org/xwiki/bin/view/AdminGuide/Installation#HInstallingtheXWikiWARmanually
