Yes if you want the new pages. The deb package only contains what's in
the war with some pre-configuration and Debian integration basically
for now.

Unfortunately the upgrade of the XAR is still the painful part in the
upgrade procedure, see

We hope to provide an easy and safe alternative with the new Extension
Manager which is a bit young for production right now specifically on
merging new standard and customized pages.
