No, by default it choose a "lucene" subfolder in whatever you have in the property "xwiki.work.dir". If nothing is set in "xwiki.work.dir" property it use the application server work directory. Pretty much the same thing for extension manager: you have to set a proper folder in the property "container.persistentDirectory" in file xwiki.properties.
