Once again having one such failed restart...
Somehow, this may be related to the programming permission model.
One thing that we call steadily on all pages is
$xwiki.includeTopic('Admin.Configuration', false)
and I think this is the one that fails often.
Can it be this should never be authorized if not having programming right?
(and it was in version 1.5 or so)
