Hi Bob, What do you mean by "Rights pages" ? For me, rights objects are attached to XWikiPreferences page (and WebPreferences pages if you specified rights at the space level).
For sure, you don't have to go sequentially through all versions, but you have to update your pages with the default xar of the target version and you have to read all the release notes (including those of all the intermediate versions).
