Fresh install of 4.3 XEM and the main homepage has titles such as manager.homepage.title, manager.dashboard.welcome and manager.dashboard.workspaces etc. (see attached)
I had the same behaviour with 4.3rc1. Perhaps I am missing something in the installation. I thought it could be related to these articles and I have tried the Admin tools application but still the same.
