In fact, my WAN IP is usually changed.
I searched in xwiki.cfg but cannot find any section about ip restriction.
Then I found this: http://jira.xwiki.org/browse/XWIKI-2256
I put "xwiki.authentication.useip=0" in xwiki.cfg and restart tomcat,
then the problem went away.
