Extension Manager and its Distribution Wizard use the configured extension repositories, which by default are remote, but you can setup local repositories too. In any case, this should not prevent XWiki from working. The easiest solution when you don't have internet access on the machine where XWiki is installed is to cancel the Distribution Wizard, download the corresponding version of the XAR (default wiki pages) by other means, and import it in the wiki from the administration. Now, I don't know why the Distribution Wizard buttons don't work in your case. but if the problem persists after clearing the browser cache, another option is to simply delete the xwiki-platform-extension-distribution jar from WEB-INF/lib and restart the server.
