It is not a mistake. The syntax page contains definitions for 3 different syntaxes, xwiki/1.0, xwiki/2.0, and xwiki/2.1. The #anchor syntax belongs to the slightly older xwiki/2.0 syntax, and it will work correctly if you use it.
