I'm sure you noticed that the search suggest results are grouped in "categories" such as "Document Names", "Document Content", "Attachment Content" etc. If you go to the Search Suggest administration section you'll see that these "categories" are actually sources that provide results. So the search suggest performs a targeted search (for specific data like document name) unlike the default search which searches (almost) everywhere (if no filters are applied). You could add a "Comments" search suggest source.
