programming right pretty much mean you can have all the right ever possible including Admin right
You don't need programming right to do scripting at all (any user can do Velocity scripting), you need programming right to do advanced scripting. From a groovy script you can do absolutely anything you want, including on the server itself with the rights of XWiki which is why it's limited to over trusted users.
