The user http://myxwiki.org/xwiki/bin/view/XWiki/reganfgill is the owner of the wiki and as such cannot loose any right on that wiki whatever the configuration. Are you connected with it ?
As far as I can see http://scservicesub.myxwiki.org/xwiki/bin/view/XWiki/Admin user was automatically removed from http://scservicesub.myxwiki.org/xwiki/bin/view/XWiki/XWikiAdminGroup group during upgrade since for security reason there is no user anymore in this group by default (you can put it back of course but your owner account would be safer IMO).
