It’s been the case forever (since the first version of XWiki)… :) What’s been
introduced in 6.x is the progress counter but that’s all, the wait/init time
has always been there.
In practice we’ve improved this over the years by moving some init to the
webapp init (when the container inits the webapp).
What remains to be moved to the webapp init is the database initialization
(hibernate init), which is mostly what takes the load time.
