So communication skills and the ability to be a self starter and independent performer is key. Since this is not a purely business oriented role, the resource has to be primarily technical but since their responsibilities are those of Architect, I would expect them to be able to understand the implications of a business requirement on a technical solution. Skills: TIBCO core stack + Enterprise JAVA beans + enterprise architectural skills with capacity planning, performance testing, SOA standards. Extremely good communication skills and presentation skills.
