Position: Business Analyst!

*Job Description**: *The Candidate will be responsible to work with
multiple programs within the Bureau of Radiological Health, in addition to
some programs from Bureau of Environmental Health Services.  The Business
Analyst will evaluate current processes and will need to develop
requirements to build a system to replace the current Data Ease/Paradox
databases for the short term, with the knowledge that the programs would
like to expand to a web based renewals and other functionality in the long
term. The Business Analyst will also evaluate the feasibility of using a
web based licensing database from the NRC as a base to start with.
Additionally, there is a database recently developed by another state
department that would need to be evaluated for possible usage.



The Business Analyst plans, develops, tests and documents computer
programs, applying knowledge of programming techniques and computer
systems: Evaluates user request for new or modified program. Reviews,
analyzes, and evaluates business systems and user needs. Formulates systems
to parallel overall business strategies.  Leads analysis and solution
definition.  Understands the business issues and data challenges of the
organization.  Identifies organization's strengths and weaknesses and
suggests areas of improvement.  Reviews and edits requirements,
specifications, business processes and recommendations related to proposed
solution. Develops functional and non-functional specifications, uses cases
and system design specifications for systems. Conducts effective joint
applications development and brainstorming sessions. Interviews and surveys
subject matter experts and stakeholders to gather requirements. Understands
the agile development and the universal modeling language.

Skills required:

·         Analyzes business needs for complex automation projects and
consults with end-users to prepare a detailed requirements document.

·         Strong quantitative, analytics, problem solving, organizational,
communication and interpersonal skills are required.

·         Experience analyzing an existing system, develop process flows
and make recommendation for new program direction.

·         Experience with Access Database - ability to evaluation systems
and extract business requirements.
Ability to write basic queries and analyst the data and process for SQL
Database.
