*Summary*
The individual in this role provides design, development and review of
development artifacts to promote the use of Service Oriented Architecture
(SOA) technology standards in all phases of the System Development Life
Cycle. The individual must also be able to work with IT and the business to
architect, design and deliver solutions that meet their specific business
objectives.

This role requires an individual with hands-on experience with SOA
technologies and has experience coding, design and implementation in order
to perform the primary role of design and code review.

He/she leverages knowledge of the capabilities and constraints of their
technical area coupled with a broad understanding of business processes to
provide sophisticated architectural guidance to the Project Team. He/she
must be able to translate business requirements into technical requirements
and assist other team members in designing and implementing the solution.

*Responsibilities/Duties*

   - Provide technical foundation and subject matter expertise for the
   technical governance groups, BPMS and ESB architectures and SOA Reference
   Architecture.
   - Develop short-term and long-term, integration of EAI, ESB and BPMS
   architectural approaches with MassDOT’s Enterprise Service Oriented
   Architecture.
   - Generate conceptual/logical architectures, system documents, testing
   analyses, test plans, and risk assessments.
   - Serve as a point technical leader for application development teams
   and provide clear guidance around SOA design, coding, testing, deploying
   and supporting techniques.
   - Assist in establishing preliminary project/program development
   schedule.
   - Assist in establishing SOA project scopes and documenting SOA
   initiatives.
   - Assist with setting the direction in defining the standards and the
   approach to leveraging SOA services and deploying the SOA governance
   mechanisms and IT infrastructure.
   - Ensure Service implementation consistency, speed of delivery, and
   promote reuse through creation of reusable SOA assets.
   - Develop design documentation for the Business Service Processes (BSPs)
   based upon a standard framework and requirements.
   - Utilize UML and BPMN modeling tools to create sketch designs in
   support of BSP design documentation.
   - Provide subject matter expertise based on past experiences of SOA and
   EAI implementations.
   - Provide technology blueprints, roadmaps, optimization and migration
   strategies for current and future applications.
   - Design overall system and solution architecture, system integration,
   and implementation strategy for initiatives.
   - Deliver an integrated solution that meets the needs of the business
   within the delivery timeframe specified.
   - Incorporate both functional and non-functional (i.e. life cycle cost,
   performance, and/or flexibility) requirements into all system designs.
   - Lead in the analysis, design, and implementation planning of the
   solution from initiation through delivery.


*Requirements/Competencies*

   - Extensive knowledge of Enterprise Service Bus (ESB), Enterprise
   Application Integration (EAI) and Business Process Management Systems
   (BPMS) Architectures and Platforms.
   - Must have demonstrable experience implementing SOA/ESB programs in
   large organizations with diverse technology infrastructure.
   - Must be fluent with SOAP, WS-*, XML, BPEL, WCF, MQ etc.
   - Strong Delivery Skills.
   - Experience working with Oracle SOA Stack.
   - Experience with WS- Security standards and Identity Management (IM)
   and Access Management (AM) implementations.
   - Experience in writing approach documents, white papers, and design
   documents.
   - Communication and organization skills to influence, mediate and/or
   persuade technical leads and Senior Management in a credible and confident
   manner at all levels in the organization especially on technical issues to
   a mixed developer audience.
   - Ability to generate new and innovative solutions to complex problems.
   - Understanding and experience applying de facto and industry standard
   methodologies (e.g. TOGAF, SOMA, RUP)
   - Strategic planning experience.
   - Familiarity with State government procurement and funding processes.
   - Ability to explain/present  highly complex ideas to Business and IT.
   - Anticipates potential objections/barriers and prepares the case
   accordingly.
   - Influences others through leadership and inspiration.
   - Acts as a facilitator and mentor and motivates cross-functional and
   virtual teams.
   - Creates formal networks internally and externally.


*Qualifications*

   - Bachelor's degree in Computer Science or equivalent combination of
   education and experience
   - 10 + years of progressive industry experience in the field of
   Middleware/SOA Architecture
   - 8+ years of experience in enterprise platform product implementation
   with broad exposure to different industry leading technologies such as
   Java, C/C++, JMS, MS .NET, Web Services/SOA/ESB, XML Messaging/Middleware,
   Oracle, SQL, etc.
   - Experience with Integrated Development Environments (Eclipse,
   NetBeans, Oracle JDeveloper and ADF, etc.)
   - Working knowledge and experience with BPMN and BPEL.
   - Experience with SOA technologies and platforms (Oracle/BEA, Apache
   Software Foundation, TIBCO)
   - 10-15 years experience, with at least 6-8 years architecture experience
   - Experience in Transportation and Motor Vehicle Registries a Plus.
   - Hands on experience with Service Repositories and Registries.
