GIS SYSTEMS ADMINISTRATOR

LOCATION: WASHINGTON, DC

BILL RATE: $55/HR

DURATION: 12+ MONTHS

 

Job Description:

Description of Duties: 
Responsible for the maintenance and data upkeep of the billing system including 
updates of property and ownership from various outside sources for uploading 
into GIS. 
Responsible for developing and testing processes for GIS billing and reporting 
for other internal departments. 
Serve as the primary liaison between customer service and the outsourced GIS 
vendor for any system upgrades, new features and additional system functions at 
it relates to IAB. 
Establishes quality assurance and quality control procedures from external 
sources for IAB use. 
Design processes and procedures to make adjustments to the external IADB and it 
use by GIS. 
Provides analytical and functional direction to users and teams in identifying 
IAB and GIS enhancement opportunities. 
Maintains and updates the training manual for IAB including internal and 
external processes. 
Conducts needs analysis, recommends and implements solutions to meet business 
needs.

Collects and defines functional business requirements, translates into 
functional design documents and participates in the technical design. 
Support SQL queries and ad-hoc reporting for organization on IAB. 
Minimum Qualifications:
Two (2) years of college (minimum 60 credits) from an accredited college or 
university and six (6)years of experience related to Customer Service 
Operations in the areas of project management, process, business process 
assessment, functional requirements, data modeling and work flow analysis in 
the utility industry. 
Prefer four (4) year college degree in Business Administration or related field 
from an accredited college or university and four (4) years of experience 
related to a GIS based utility billing process and SQL. 
ARC-GIS knowledge involving GEO data design, structure and spatial GEO 
database. 
Maintains and applies full knowledge of all phases of the IADB cycle including 
policies, procedures, and project management methodologies. 
Must possess excellent analytical and problem solving skills with orientation 
to detail. 
Excellent interpersonal communication and conflict resolution skills. 
Excellent oral and written communication skills. 
Must be adaptable to working in a fast paced environment.
