Guillemets. In good French, guillemets are � and �. But the anglo
saxon type  " and "
is also of common use.

According to the French typographic code, it not compulsory to use
accents with upper case letters. However, it is better to use them,
particularly when words or phrases are fully in upper case, as in
titles. This is to prevent confusion : for example, "UN POLICIER TUE"
can be read either "un policier tu�" or "un policier tue", which
makes some difference (a policeman killed # a policeman kills)...
