My contractor friend who does only commercial buildings agreed with my summary of the situation: the externas and the main structure of commercial buildings are metric, but the interior finishing is predominantly imperial because the house market is so much bigger than the commercial market. He assured me that the Government of Canada, the Province of Ontario, and the City of Toronto will only accept drawings that are metric only.
