You are right,Norm, regarding how to say it loud.
However, I just checked on my passeport : my "taille/height" (all
indications are bilingual, French and English), is typewritten as
1.78m. Which is not totally correct in SI terms : it should be 1,78 m
(with a comma or a dot ?)
