Subject: OWM Strategic Plan
Dear Henry,
The nearly completed transition in the UK to *required* use
of SI-only for legal retail trade leaves the US far behind; having
designated SI as "preferred" but not yet *required* for US trade and
commerce. (Federal Register Notice, July 28, 1998, pp. 40333-40340)
Nevertheless, the OWM Strategic Plan should anticipate that
the US will move more strongly in favor of SI early in this century.
Please consider the following ideal Strategic Plan:
"The primary objective of the OWM is to achieve equity between
buyers and sellers in the marketplace; to prevent deception and fraud.
Enforcement of Laws and Regulations pertaining to Legal Metrology
is most efficient in the measurement language of SI, the most universal
language of trade and commerce throughout the world.
Therefore, the OWM sets as a goal, the enforcement of LM
laws and regulations exclusively in SI throughout the United States,
whether the governing law(s) originally were or are stated in SI or in
non-SI units of measurement.
All training programs conducted by or sponsored by the OWM for
the training of officials or technicians in LM enforcement skills
shall be exclusively in SI, with the exception of methods for translating
non-SI requirements into the language of SI."
