        Thanks Bruce and Jim.  I found 376B, 1993 Edition, at NIST Web pages
as both of you suggested.

        After seeing it, I realized that I already have a copy on paper in
my files; seldom used because it is out of date (1993).

        The time has come for "a written request for revision" to the
GSA, to reflect changes in SI as published in the Federal Register Notice
of 1998.
        
        I assume, Jim, that the Metric Program can begin updating 376B
even before GSA authorization for printing?  Is that true?

        In any case, I plan to continue citing the 1998 Fed Reg Notice
as a more current authority for SI in the United States than 376B.

        My next search if for the "Federal Standardization Handbook"
issued by the GSA under 41 CFR 101-29.

        Is NIST-MP or the GSA custodian of that Handbook?  I plan to
search later.
