There is no one yet anywhere in the world harmonised on any single time
format.  The Europeans and some others still use the format dd-mmm-yyy.  The
point about ISO 8601 is it is new to everyone.  It does not favour any
national system presently in use.  Thus at one time or another, all will
need to adopt it.   This is the best time for the whole world to adopt it
together.  This way no country can say that they are being forced to adopt
someone else's system or culture.

And like anything new, its correct and proper format will have to be
learned, so that no mis-understanding can take place.

The use of ISO-8601 is not related to the metric issue, but involves the
universal harmonisation of standards.  This is desired as a means to
facilitate world-wide trade, to reduce costs and to reduce errors.  Everyone
who wants to prosper needs to harmonise.  Those who don't should not be
allowed to interfere with does who do.
