Gene,
Here's the 4th quarter 2000 piece of the NIBS newsletter. It's pretty much
my understanding right now.

How about highway work? Right now, 15 state highway
departments are doing all their construction in the metric
system: Alaska, California, Connecticut, Idaho, Indiana,
Kansas, Maine, Massachusetts, Montana, Nevada, New
Hampshire, New Mexico, New York, Oregon, and Utah.
Eight more are using both systems: Delaware, Louisiana,
Maryland, New Jersey, Pennsylvania, Puerto Rico, Vermont,
and Washington. The remaining states are using inch-pound
measures; eventually, they too will convert to the metric
system but for now they've opted out.
