They may be only for the US internal market. 

Many items are dual labeled mostly on the east and west coasts as a courtesy to the 
Spanish speaking. Even the ATMs are dual language.

I remember that when I was in Mexico some 6 years ago I never saw a trace of ifp.

Now, I may be wrong since at that time I wasn't too sensitive to the subject as I was 
living in Canada and couldn't care less about the USCUs. 

There may be people on the list that have more up-to-date info on the labeling rules 
in Mexico.

"Mexico's Federal Law on Metrology and Standardization stipulates that all weights and 
measures must be in the metric system."

Yet how often do we see NAFTA packaging with "inches" or "pounds" written in Spanish?
