I see your point, but wouldn't a producer rather ship as much as possible in a single
container, in order to reduce the number of containers and hence, the cost of the
containers.
The same occurs with highway speeds. The maximum is posted, but few travel below that
limit.

What you posted (and what was on the web page you cited) was the phrase
"up to 50 pounds". This would imply that smaller bags could be shipped.
Is the requirement to ship only in 50 pound bags posted elsewhere?
According to what I see below, a 20 kg bag could qualify.
