I think that candy makers shoot for a price, and let the net weight come
out to whatever it needs to do. Plus, it's probably more marketable for
them to keep the price fairly constant and vary the net weight in weird
amounts from time to time, to account for fluctuations in the prices of
sugar, chocolate, etc.
