I hate to be a wet blanket here but Congress virtually ignores email
these days. Emails might be used by some for "bean counting" purposes
("N1 emails received in support of Bill nnnn and N2 emails received
against."). As I recall from my reading lasT night in my latest copy of
Science, Congress receives 80 million emails a year. (And people
complain about the number of messages posted on THIS list!)

Even letters sent by U.S. Postal Service are not usually read by members
of Congress. Staffers do that when a reply is warranted and even then it
is usually a semi-automated response ("Send him response #417.") signed
by printing a graphic of a signature.
