When I was still teaching college physics, I never went so far as dropping grades for the one error of omiting the zero before the decimal point, but I did criticize the omission. And in grading reports in the laboratory, where I would require rewriting for any report that was less than "good" (equivalent to B grade), I would require correcting this error (along with any other minor errors) when doing the rewrite.
