Well...  It does seem fair to say that we have absolutely no example of *effective*, 
de facto, metrication in this planet without some form of government mandate.  
Honestly, I don't think anyone can *really* prove that metrication has been taking 
place in the US with any *sure* degree of advance for the last 25 years or so.
