I don't know if it was due to Edison or the Lumi�re brothers. When Eastman Kodak set its eyes on the amateur market it produced 16 mm and 8 mm film. When the head of Kodak Laboratories, named Mees if I remember correctly, was asked why he chose those dimensions he replied simply, "because I said so". 9.5 mm was a competing format from France, Path� I believe.
