I agree with this. Sending information that is perfectly representable in
plain text gains us nothing (except, perhaps, convenience to the sender),
but is inconvenient or impossible to read for many, and uses orders of
magnitude more bandwidth and disk space. For information with special
formatting needs, there are options more universally accessible than MS
Word or RTF. Examples include HTML and PDF.
